Got a glass? It may be time to toast the sham-paign again.As the political class gets ready for the 2014 elections, a number of people are letting it be known they may be considering a run for higher office.Somehow, these would-be campaigns never quite get off the ground, though, and the "candidates" end up deciding to stay where they are. A fair number of these campaigns were never real to begin with. They're shams — or sham-paigns, if you will …
